Description
	The programme: Promotion of inclusive and sustainable growth in the Agriculture Sector: Fisheries and Livestock in the Ministry of Agriculture, Forestry and Fisheries began operating in February 2014. It has three components: Sector Policy, Fisheries and Livestock. This assignment is being funded by and implemented under the Sector Policy Component. The Contracting Authority will be the Imprest Administrator of the Sector Policy Component of the programme which is administered by the Department of Planning and Statistics. The purpose of the Sector Policy Support Component of the programme is to develop MAFF Sector Policy and Systems in line with Rectangular Strategy III and National Strategic Development Plan (NSDP) 2014-2018 and Programme-Based Approach principles.

Duties + Requirements

Senior Child Development Specialist Duties The consultant will review relevant policies and guidelines, consult with different stakeholders and prepare a draft Child Development and Protection Policy and Strategy in the agriculture sector for consideration and approval by MAFF. The specific work with Senior Child Development Specialist With the Senior Child Development Specialist discuss scope of assignment with MAFF DPS senior staff and with the Technical Coordination Committee on Early Childhood Care and Development; Support the Senior Child Development Specialist in reviewing policies and guidelines on Child Development and Protection issued by concerned ministries and international organisations; Support the Senior Child Development Specialist in reviewing any previous MAFF Child Development and Protection Policies and Guidelines; Support the Senior Child Development Specialist in reviewing other government policy documents such as the Rectangular Strategy 3 and the NSDP 2014-2018 and assess their implications for a Child Development and Protection Policy in MAFF; Support the Senior Child Development Specialist in coordinating meetings with potential partners to discuss the draft. Support the Senior Child Development Specialist in facilitating a national workshop to review the draft Child Development and Protection Policy and Strategy. Requirements Essential requirements Bachelor’s degree in relevant subject; Higher degree in child development, sociology, economics or equivalent subject area; Fluent in Khmer and English languages; Experience working on child labour and child development issues; Experience of working with Government agencies; Proven skills in working with high level individuals; Experience of working with international donors; Preferred Experience working in Cambodia; Experience of working in the agriculture sector; Experience of working on child labour and development policy issues; Fluency in English and Khmer language
