Description
Room to Read is non-governmental, non-religious and work with many local NGOs and community based organizations to implement our programs. We currently work in Bangladesh, Cambodia, India, Laos, Nepal, South Africa, Sri Lanka, Tanzania, Vietnam, and Zambia. We are now looking for a qualified national candidate to fill in the following position: Provincial Office Associate (POA): 1 position based in Prey Veng Field Office

Position overview: The incumbent is responsible for carrying out all operational assistances to Room to Read’s Field Office based in Prey Veng Province of both Programs and Finance, Accounting, Administration and HR initiatives; including handling petty cash, coordinating on-site procurement, managing general office administration and hospitality, utility expenses, logistics supports for staff travels and program training/workshop; and handling office filing system. This position reports to the Provincial Coordinator (PC).

Duties + Requirements
Provincial Office Associate

Duties
  • Finance and Accounting
    • Maintain the books of accounts for Field Office, including daily processing of financial transactions.
    • Handle petty cash and maintain an accurate cashbook for monthly checks and cash reconciliation.
    • Coordinate with bank on fund transfer and maintain bank statement. Maintain book keeping and other financial filing system.
    • Process and check all programs’ and office’s operating advance, direct payment, reimbursement and settlements.
  • Administration and Office Management
    • Ensure appropriate level of compliance by all staff for adopting and following administrative policies and procedures.
    • Coordinate on-site procurement for program and support service activities.
    • Manage administrative issues including purchase/control office stationery, utilities expense, office repair and maintenance, security and cleaning services.
    • Install necessary office equipment/fixed assets and management of its movement and record.
  • Support to Programs and HR
    • Assist in organizing and coordinating the distribution of program materials to schools and target groups.
    • Assist in processing financial disbursements during program workshop/training/meeting at district/school levels.
    • Make visits to or meeting with program partners and target groups at school level to follow up on RtR expenses.
    • Assist HR Manager in posting job announcement, facilitating application and interview process, supporting team-building activity at Field Office level and handling filing system for HR (staff contact list, leave records, Employee Handbook, joined annual calendar and other HR-related forms).
Requirements
  • Bachelor Degree in Banking and Finance or Accounting
  • Minimum two years of professional experience in accounting/finance, administration and/or office management with NGOs or private sector
  • Attention to detail, trust worthy, and working under pressure
  • High commitment and working well with others
  • Ability to written and verbal communication skills in English and Khmer
  • Computer literate: MS Word, Excel and other accounting software is a plus
  • Preferred
    • Prior experience working in Education Sector
    • Prior experience working with schools, teachers, administrators and government officials
    • Knowledge in basic project management, budgeting, and administration/finance
    • Ability to travel to target schools using motorbike

The salary range for this position will be determined based upon the experience of the candidate hired.
