The programme: Promotion of inclusive and sustainable growth in the Agriculture Sector: Fisheries and Livestock in the Ministry of Agriculture, Forestry and Fisheries began operating in February 2014. It has three components: Sector Policy, Fisheries and Livestock. This assignment is being funded by and implemented under the Sector Policy Component. The Contracting Authority will be the Imprest Administrator of the Sector Policy Component of the programme which is administered by the Department of Planning and Statistics.
The purpose of the Sector Policy Support Component of the programme is to develop MAFF Sector Policy and Systems in line with Rectangular Strategy III and National Strategic Development Plan (NSDP) 2014-2018 and Programme-Based Approach principles. |

Junior Child Development Specialist
Duties
- The consultant will review relevant policies and guidelines, consult with different stakeholders and prepare a draft Child Development and Protection Policy and Strategy in the agriculture sector for consideration and approval by MAFF. The specific work with the support of the Junior Child Development Specialist
- Discuss scope of assignment with MAFF DPS senior staff and with the Technical Coordination Committee on Early Childhood Care and Development;
- Review Policies and Guidelines on Child Development and Protection issued by concerned ministries and international organisations;
- Review any previous MAFF Child Development and Protection Policies and Guidelines;
- Review other government policy documents such as the Rectangular Strategy 3 and the NSDP 2014-18 and assess their implications for a Child Development and Protection policy in MAFF;
- Draft a MAFF Child Development and Protection Policy and Strategy; coordinate meetings with potential partners to discuss the draft.
- Facilitate a national workshop to review the draft Child Development and Protection Policy and Strategy;
- Consolidate workshop outcomes into final draft Policy and Strategy on Child Development and Protection in the agriculture sector.
Requirements
- Essential requirements
- Bachelor’s degree in relevant subject;
- Higher degree in child development, sociology, economics or equivalent subject area;
- Extensive experience working on child rights, child development and child labour issues;
- Extensive knowledge and experience in working with child-related instruments such as convention on the rights of the child, ILO conventions and other national and international policy frameworks, etc.
- Excellent experience working on policy and strategy development;
- Experience of working in or with Government
- Experience of working for international donors
- Preferred
- Experience of working on child development issues in SE Asia, with experience of working in Cambodia desirable;
- Experience of working on child development policy issues;
- Experience of working in the agriculture sector;
- Knowledge of the public sector reform programme in Cambodia desirable.
