The Cambodian People Living with HIV Network (CPN+) is a national network established since mid-2001 to represent people living with and affected by HIV (PLHIV) in the Kingdom of Cambodia. CPN+ works to represent a strong and untied voice responsive to the need of people living with HIV in order to improve the quality of their lives. CPN+ is working in collaboration with various stakeholders including Government and UN agencies, local and international NGOs, and community‐based organizations. CPN+ receives core funding support from Global Fund, USAID, & AusAid through APN+.
CPN+ seeks a qualified Cambodian national applicant position for IT Officer to respond for 18 Provincial Network of People living with HIV (PPN+) and 36 sites of Mondul Mith Choy Mith (MMM) activities at OD, Referral Hospital and Strengthening Capacity of People living with HIV Network (CPN+). This project is supported fund by Global Fund SSF trough NCHADS and USAID through KHANA, && AusAid through APN+. IT Officer needed positions is full-time assignment.

| Duties + Requirements |

IT Officer
Duties
- Up to 25% of the IT Officer’ time will be spent in the field to support network in the provinces
- Responsible for the installation, troubleshooting, and repairing computer, network management.
- Demonstrated troubleshooting experience with respect to windows environment and window network technologies
- Set up PC hardware, software system, microcomputer communications, local area network, modem configurations, communications protocols, cable management standards etc
- Collaborate with line management to proactively identify IT solutions and resolve problems and improve productivity
- Maintain an up to date IT system and plan, reliable operation of Local Staffs, data files and resources in high standard security
- Maintain performance of Help Desk procedures and software
- Keep IT related policies up-to-date and ensure enforcement of those policies
- Good in English Both writing and Speaking
- Experience in Windows Server
- Experience in Software Development
- Knowledge of programming procedures and programming languages. Ability to process computer data, to format and generate reports, ability implements and troubleshoot programming changes and modifications
- Knowledge of computer flow charts and of programming logic and codes. Ability to write technical instructions in the use of programs and/or program modifications. Ability to investigate and analyze information and to draw conclusions
- Capability to work independently, creatively and good teamwork
- Flexible and agile, ability to adapt quickly and be effective in a high dynamic environment
- Good interpersonal skills, Well-organized, excellent attention to detail, task management skill and ability to handle multiple tasks under deadlines
Requirements
- Technical Requirements
- Programming language: VB 6, VB.NET, ASP.NET, C#
- Strong Understand OOP Programming and willing to design pattern
- DBMS: MySQL, Microsoft SQL Server. Crystal Report
- Database design and development
- Analyze from business requirements to system requirements
- QUALIFICATION REQUIREMENT
- Bachelor degree in Computer Science or Diploma of Engineering
- 3-5 years’ experience in IT work experience especially with NGO
- Good communication and interpersonal skills
- Strongly commitment to CPN+’s Mission and core value
- Honest, hard-working with high responsibility and commitment
- Good verbal and written communication in English
- Strong commitment to work with people living with HIV (PLHIV) and Most At Risk Population (MARP)
- Demonstrated ability to motivate and promote collaboration amongst diverse teams and team members
