INTERNAL AUDIT & EVALUATION MANAGER

VisionFund is seeking one qualified candidate to fill the position of Internal Audit & Evaluation Manager to assist the MFI accomplish its objectives by bringing a systematic, disciplined approach to evaluate and improve the effectiveness of risk management, control and governance processes, monitor compliance with the existing laws, rules and regulations of the institution’s country, VFI’s standards, policies and procedures for financial, operational and social performance requirements and advise the Board of Directors and Management of the Institution on the adequacy of the internal control systems and risk management. Perform a statutory function if working in a regulated entity.

The incumbent is to coordinate and implement the job analysis, job evaluation (grading), staff performance management and talent management policies and strategies, also the employee relations.

Duties + Requirements
Internal Audit & Evaluation Manager

Duties
  • Annual Audit Plan Execution
    • Carries out the Internal Audit Plan with the assistance of the Internal Auditors (if any) or on their own;
    • Performs testing or ensures testing done by Internal Auditors is as per required standards and latest Audit Program;
    • Discusses the results of audits with respective units/branch department managers and advices on appropriate actions to improve conditions;
    • Provides and independently appraises all operational functions of the institution.
  • Reporting
    • Submits timely reports to management for all the audits conducted during the year
    • Submits written audit reports to the Audit Committee before every scheduled Board meeting
    • Submits written audit reports to the Audit Committee before every scheduled Board meeting
  • Assist in Fraud Investigations and External Audit reviews
    • Assist in the execution of external audits as well as examination to be conducted by government regulatory agencies and other stakeholder / rating agencies
    • Promptly investigates any fraud incidents escalated by management, staff, RAM, BAC or through Whistle Blowing channel.
Requirements
  • Must understand and agree on VFC’s Vision, mission, goals, core values and systems;
  • Must be in good physical and mental health;
  • University degree in accountancy or business administration;
  • Professional accounting (CPA/ACCA) or MBA qualification a must – CISA certification will be an added advantage; Candidates without a professional qualification will be considered exceptionally (requires approval of VFI Audit Director); Minimum of 5 years audit experience in banking supervision and/or microfinance(with a minimum of 2 years demonstrated strong leadership experience in planning, supervision and management of an internal audit department a must);
  • Experience advising senior management and reporting to audit committees on risk management and monitoring a must;
  • Experience in systems analysis and audit would be added advantage;
  • Understanding of sun systems, eMerge, TMS or other relevant accounting and loan tracking software would be an advantage;
  • Excellent proficiency in the use of all Microsoft office applications especially Excel;
  • Capability and willingness to take responsibility;
  • Some experience in Accounting, Finance or Auditing;
  • Good written and spoken English;
  • Computer skills – Word, Excel, PowerPoint, etc.
  • Ability to work effectively and efficiently in a team and willing to work under pressure


Senior HR Officer (in charge of Performance and Talent Management)

Duties
  • Coordinate with department managers on the design or revisions the job (JD), ensure the up-to-date job description and it is well communicated to the individual staff;
  • Ensure all staff and managers are actively engaged in performance management activities throughout the financial year, particularly the annual appraisal;
  • Take lead and coordinating the talent management process and program, including identifying,assessing, developing, and reviewing high potential talent;
  • Maintain and update high potential talent list;
  • Collaborate with line manager and learning and development unit to develop/conduct training programs that align with talent management strategy;
  • Monitor progress, identify area for improvements or new initiatives on area of responsibilities; make timely recommendations/feedback to People and Culture (HR) Manager (PCM) for further actions;
  • Assist HR Manager on matters related to HR review, policy updates, and employee relations matters.
Requirements
  • Must understand and agree with VisionFund’s Vision, mission, purpose, values, and objectives;
  • University graduate, in any field related to business administration;
  • 2 or 3 years experiences in Human Resource, preferably in the area related to job analysis, staff performance management, staff capacity building, talent management, and succession planning;
  • Strong analytical skills with ability to well manage the initiations with less supervision;
  • Strong communications and presentation skills;
  • Knowledge of employment legislation and HR best practice;
  • Computer literate in MS Word, MS Excel, MS Power Point;
  • Demonstrate high level of ethical commitments and trustworthiness.
