Description
Handicap International (HI) is an independent and impartial international aid organization working alongside people with disabilities and other vulnerable groups in situations of poverty and exclusion, conflict and disaster, founded in Cambodia in 1982, currently operating in 61 countries. HI mission in Cambodia is predominantly to both respond to the essential needs and improve the living conditions of persons with disabilities all around the world through the promotion of their comprehensive rights. Our areas of intervention are prevention, access to services and inclusion.

HI is seeking to recruit a qualified candidate to fulfill the position of Health and Disability Technical Manager (HDTM) to work within the Mother and Child Health (MCH) program that aims to improve the quality and accessibility of health services for people with disabilities through the development of a participatory systems approach. Specifically, the action aims to build the capacity of health structure staff in disability prevention, screening, early detection, referral and accessibility (through economic, attitude and communication facilitators), while simultaneously raising awareness on disability and service-seeking behavior in the communities. The program is implemented in Siem Reap and Kampong Thom.
Under the supervision of the MCH Program Manager, the Health and Disability Technical Manager is responsible for supporting the sustainability of the approaches and the strategic development of the Program (including support to trainings) and relationships with the partners. He/she supports the Program Manager in defining the sustainability strategy. He/she will work closely with the MCH program manager to ensure outcomes are met and will have a special focus on Monitoring and Evaluation and Impact Assessment for training, screening and referral activities. She/he plays a key role for capitalization in close relation with the Technical Unit. 

Location: Phnom Penh with regular trips to provinces (mainly Siem Reap and Kampong Thom)
Salary and Benefit Package: Salary start from 1036 USD - based on the experiences & skills plus other benefits in accordance with HI Terms & Conditions of Employment

Duties + Requirements

Duties
  • Ensure that the technical framework for implementing project activities is in place, regularly adjusted based on lessons learnt and that the project team works in compliance with the validated framework
  • Ensure that the project is developed in close relations with the MoH at national level and that tools developed are shared and endorsed at the national level
  • Develop the partnership framework & coordinate with partners involved in project implementation
  • Ensure that good practices under the MCH project are identified and are used for advocating towards persons with disabilities inclusion
  • Contribute to the program strategy development & review and to the development of new projects
Requirements
  • Master Degree in Public Health or an equivalent degree health or disability related (doctor, nurse, physiotherapist…) preferably focusing on Mother & Child health (especially on early childhood development)
  • Minimum of similar 5 years practical experience in health or disability
  • Proven experience of working with MoH in policy and capacity building
  • A combination of specialized experiences and graduate level education
  • Experiences in facilitating training and workshop
  • Experience in analyzing data, evaluating the efficiency and effectiveness of public health program operations, providing technical advices and assistance in order to assist in the planning and management health care programs and in supporting the improvement of systems, strategies and services.
  • Experiences working with medical experts
  • Experiences in producing technical methodologies and tools
  • Proven experience in institutional strengthening
  • Experiences working with NGOs
  • Excellent written and spoken communication skills in English and Khmer
  • Good manner/good communication skills
  • Strong analytical and creative thinking skills and diplomatic
  • Capacity to work in an intercultural environment
  • Open-minded and positive thinker
